Haiti sanctions renewed for a year as UN Security Council targets the flow of guns to gangs

The UN Security Council on 14 October 2026 renewed Haiti sanctions for another year, keeping an arms embargo, a travel ban and an asset freeze aimed at gangs and the people who back them. Resolution 2831 also asks countries to stop guns and ammunition being trafficked into the Caribbean nation, Xinhua and UN News reported.

What Resolution 2831 keeps in place

The embargo targets weapons and ammunition reaching armed groups, while the travel ban and asset freeze apply to named people and groups. Nine individuals and two groups are currently on the list. The resolution asks countries that sell or donate arms to Haitian authorities to help secure stockpiles and track deliveries, and urges Haiti to tighten weapons management and border and customs controls. UN News said the Council also extended the related expert work by 13 months.

Key Facts

  • Vote: 14 October 2026, UN Security Council
  • Resolution: 2831, one-year renewal
  • Sanctioned: 9 people, 2 groups
  • Illegal guns in Haiti: 270,000-500,000
  • Displaced: about 1.5 million

Why the arms embargo keeps leaking

Haiti makes no guns or ammunition of its own, yet UN figures put the number of illegal weapons in circulation at between 270,000 and 500,000. The UN panel of experts says the embargo is violated on a regular basis, and some bullets come from national stockpiles. The asset freeze has worked even less well: only two sanctioned people’s accounts were reported frozen, holding small sums. Xinhua said the Gang Suppression Force should help police record and destroy seized weapons.

Haiti sanctions and the human cost in Port-au-Prince

Gangs control large parts of the capital, Port-au-Prince, and are pushing into rural areas. About 1.5 million people, roughly 12 per cent of the population, have been forced from their homes. More than 3,000 people were killed and over 1,500 injured between October last year and April this year, UN News said. Haiti welcomed the renewal but warned that sanctions alone cannot restore security.

Why It Matters: Every gun used by Haiti's gangs is brought in from outside, so cutting supply lines and money flows is central to any plan to restore order.
