Disaster housing losses hit $228 billion a year, UN says on Disaster Risk Reduction Day

Disaster housing losses add up to about $228 billion every year, the UN said on 13 October, the International Day for Disaster Risk Reduction. Secretary-General Antonio Guterres said millions of homes are damaged or destroyed each year, displacing families and deepening poverty.

Disaster housing losses: UNDRR says homes take the biggest hit

The UN Office for Disaster Risk Reduction (UNDRR) said damage to housing alone makes up 43 per cent of the direct cost of cyclones, floods, tsunamis and earthquakes. UNDRR’s own analysis says the $228 billion is about 53 per cent of an estimated $426 billion in yearly building losses. Guterres said building safer homes is a shared duty of governments, developers, engineers and communities as climate risks multiply.

Key Facts

  • Yearly housing losses: $228 billion
  • Share of direct disaster costs: 43%
  • Acted on warning with a plan: 83% vs 27% without
  • IOM support in 2025: 1.4 million people, 39 countries

“Disasters may strike suddenly. Displacement can last much longer.”

— Maria Moita, IOM

Early warning works only with a plan

UNDRR spokesperson Jeanette Elsworth cited the Lloyd’s Register Foundation World Risk Poll 2026. Among people who got an advance warning, only 27 per cent of those with no household disaster plan and no confidence in their ability to act were able to act on it. Among those with both a plan and confidence, 83 per cent took action. She said progress in cutting disaster deaths over the past 11 years has not been matched by cuts in economic losses. She said all households should have access to risk information, early warning alerts and the resources they need to protect themselves.

Resilient housing: lessons from recent disasters

The UN migration agency IOM said it helped 1.4 million people in 39 countries through risk reduction programmes in 2025. In Venezuela, after the June earthquakes, it assisted 50,600 people. In Colombia, an August earthquake reportedly damaged more than 200,000 homes and displaced about 20,000 families in Cali. IOM official Maria Moita said recovery planning has to begin early, before temporary displacement becomes long-term. Elsworth said governments and builders can help by building in safer places, enforcing resilient building codes and retrofitting existing homes.

Why It Matters: Most families' biggest asset is their home, so stronger building rules and household plans cut both deaths and long-term poverty after disasters.
