Black Sea talks with both Russia and Ukraine are already under way, External Affairs Minister S. Jaishankar said on Sunday, 4 October 2026, in the first public acknowledgement that New Delhi has moved past advocacy and into conversations aimed at ending the war.

Speaking at the Munich Leaders Meeting in New Delhi, Jaishankar said India had been arguing for dialogue and diplomacy for years and, in recent months, had become “a little bit more involved beyond advocacy.” He said India was trying to be helpful, “starting with the Black Sea, [the] safety of shipping issue,” and was going further into grain exports, energy exports and “non-attack possibilities.” Those conversations, he said, are continuing.

How the Black Sea talks fit a wider effort

Hindustan Times reported that the remarks came two days after Ukrainian foreign minister Andrii Sybiha said Kyiv had received ceasefire proposals from four countries, including what he called India’s “most comprehensive” proposal, and three days after Russian President Vladimir Putin said Prime Minister Narendra Modi had “excellent ideas” for mutually acceptable solutions.

Jaishankar also used Sunday’s event to describe India’s long relationship with Russia, dating to the Soviet period, and a wider economic relationship that now includes trade, investment, energy and resources alongside military, nuclear and space ties. He said there was a strong case for closer work with Europe in advanced manufacturing, semiconductors, space and defence, and a convergence on artificial intelligence. India and the European Union, he added, are part of Partners for Multilateralism, which wants a better United Nations.

He did not set out a draft text or a timetable. The public account on Sunday was limited to the Black Sea shipping focus and the immediate export and non-attack questions now being discussed with both sides.
