Election Commission starts a Form 6 voter list check for names dropped in the SIR

The Election Commission has ordered a Form 6 voter list exercise where the Special Intensive Revision is already over, so eligible people on the old roll but missing from the new one can be enrolled again. The Thursday direction came as parties pressed Chief Election Commissioner Gyanesh Kumar over how the revision was run.

How the Form 6 voter list drive will work

Booth-level officers must compare the pre-SIR roll with the revised roll and note anyone on the earlier list who is absent now. They will visit those houses, check whether the person still qualifies, and help file Form 6 if they do. Officers may cover at least 20 to 25 such voters a week, to finish in about a month. New enrolments go to booth-level agents. The registration officer decides each case, and parties later receive booth-wise lists.

Form 6 is meant for a new voter, which is why the Form 6 voter list plan is contested. Former chief election commissioner S.Y. Quraishi wrote that deleted voters cannot use it, and that people forced to fill it would commit an offence punishable by up to a year in prison. Officials who pressed them, he said, would be abetting that offence.

How many names the Opposition says are gone

Opposition parties say 13.8 crore names are off the lists in 31 states and Union Territories, about 14.6 percent of 94.7 crore electors before the exercise began in 2025. The commission has not adopted that tally. On 26 September it said the older Form 6 applies when an SIR is not under way. Commissioners Sukhbir Singh Sandhu and Vivek Joshi had objected in writing that form changes needed a rule amendment by the Centre.

For a voter whose name has disappeared, the test is whether an officer reaches the house. Party agents now have a list they can check against the doorstep round.
