Supreme Court tightens services for motorists with unpaid traffic fines

The Supreme Court has told states and Union Territories to shut a set of online vehicle services to motorists with unpaid traffic fines. A bench of Justices J.B. Pardiwala and K.V. Viswanathan said the blocks should cover registration renewal, fitness certificates, pollution-under-control certificates, ownership transfer and driving-licence renewal. The Hindu reported that the court was told e-challans worth about ₹49,194.05 crore were still outstanding, while about ₹26,175.05 crore had been recovered.

What changes for drivers with unpaid traffic fines

Vehicles with unpaid e-challans are to be blacklisted on the central Parivahan portal, so they cannot be sold or transferred until the dues are cleared. Where a motorist has several violations, authorities must also withhold renewal of the driving licence and take steps to suspend the one already held. The order targets the national pile of e-challans.

The bench asked governments to use the enforcement tools they already have. States and Union Territories must implement at once the standard operating procedure issued by the Ministry of Road Transport and Highways on 28 October 2025. That SOP is meant to carry out Section 136A of the Motor Vehicles Act, 1988, read with Rule 167A of the Central Motor Vehicles Rules, 1989, the electronic-enforcement provisions.

A public dashboard, and the sum still due

The ministry has also been told to put up a public dashboard: where electronic enforcement is running, which devices are installed and working, and what violations they record. The point of the unpaid traffic fines order is collection and visibility together. A driver who ignores a challan can lose the routine RTO services that used to go through even when the fine sat unpaid.

The figures in court are national, not a city total. Until a challan is cleared on the system, the blacklist is what will show up when that vehicle is next brought for a transfer or a renewal.
