A Public Durbar held by Union Minister Dr Jitendra Singh at Basantgarh in Udhampur district on 18 October 2026 resolved several issues on the spot, PIB said. Senior officers of the district administration and departments joined the minister to hear public grievances and take up development needs. A Rs 32 lakh public shed at Chandi Mata, Kalyal, was among the works identified for the area.

How the Public Durbar worked in Basantgarh
The minister met local residents and public representatives on matters concerning the area and its development needs, the release said. The interaction let people bring local problems directly to the officials concerned and discuss public amenities and infrastructure. Several issues were resolved on the spot, though the release did not list them. Ramnagar MLA Sunil Bhardwaj and Udhampur Deputy Commissioner Ananth Dwivedi attended with senior officers from different departments. BJP leader Arun Gupta, senior leaders Kewal Parihar, Pooja Thakur and Hans Raj, and youth leader Shawan Kumar were also present. Dr Jitendra Singh is Minister of State (Independent Charge) for Science and Technology and Earth Sciences, and Minister of State in the Prime Minister’s Office and for Personnel, Public Grievances and Pensions.
Key Facts
- Venue: Basantgarh, Udhampur
- Date: 18 Oct 2026
- Format: Public Durbar with district officers
- Outcome: several issues resolved on the spot
- Minister: Dr Jitendra Singh
Udhampur and Development needs alongside individual grievances
The release named one specific work: a public shed at Chandi Mata, Kalyal, in Panchayat Balota Upper of Block Dudu-Basantgarh. It will cost Rs 32 lakh, split equally between two funds. Rs 16 lakh will come from the Members of Parliament Local Area Development Scheme (MPLADS) and Rs 16 lakh from the Constituency Development Fund (CDF). MPLADS lets each MP recommend local works worth up to Rs 5 crore a year, which the district administration then sanctions and carries out. Combining an MP’s fund with the local legislator’s fund is a common way to pay for small community buildings that one fund alone would not cover. The release did not give a timeline for building the shed.

Why on-spot hearings still matter in hill districts
PIB said Dr Jitendra Singh’s public durbars give people across the Udhampur-Kathua-Doda parliamentary constituency, which he represents in the Lok Sabha, a platform for direct interaction. They bring local needs into focus and help people deal with the district administration and departments on public services and development. PIB’s medical camp release described Basantgarh and nearby areas as remote places where reaching health facilities can be difficult, which makes direct hearings by visiting officials more useful. On the same day, the minister opened an Army mega medical camp in Basantgarh that examined about 1,000 patients on its first day, PIB said in a separate release.
