COP17 biodiversity talks open in Yerevan as UN says fewer than half of nature targets are on track

COP17 biodiversity talks open in Yerevan, Armenia, on Monday 19 October 2026 and run until 30 October, UN News said. The UN Biodiversity Conference comes at the halfway point of the global plan to halt and reverse nature loss by 2030. It will take stock of progress, find where countries are falling behind and consider how to speed up action over the next four years.

What COP17 biodiversity is meant to deliver in Yerevan

UN Secretary-General António Guterres told a leaders’ summit in Yerevan on Friday, ahead of the opening, that “halfway to 2030, Yerevan is our moment of accountability.” He said climate disruption, overgrazing and heavy use of fertilisers and pesticides are driving the triple crisis of pollution, biodiversity loss and climate chaos, and that more than a million species face extinction. Host Armenia wants COP17 to be both a “review COP” and an “implementation COP”, UN News reported. “We cannot treat 2030 as a distant deadline,” Armenia’s Ambassador Hovhannisyan told UN News. Guterres welcomed the Yerevan Declaration and its pledge to build biodiversity into government policies, budgets and regulations.

Kunming-Montreal: Where countries stand on plans, reports and finance

The Kunming-Montreal Global Biodiversity Framework, agreed in 2022, has 23 targets for 2030 and four goals for 2050. Its best-known aim, “30 by 30”, is to conserve 30 per cent of land and sea by 2030. Nearly 90 per cent of the 196 parties to the Convention on Biological Diversity have set national targets, close to 60 per cent have national strategies and action plans, and more than 70 per cent have filed national reports. But fewer than half of the national targets assessed are on track, UN News said. Guterres said that even if countries meet current pledges, only 26 per cent of land ecosystems and 12 per cent of marine ecosystems would be protected by 2030.

Finance gap and Yerevan's test

Since 2022, an extra 1.3 million square kilometres of land and six million square kilometres of ocean have been formally protected, Guterres said, but progress is “uneven, and far too slow.” Biodiversity finance is less than half of the $200 billion agreed under the framework, he said. For every dollar spent protecting nature, $30 goes to activities that damage it, and in 2023 some $7.3 trillion flowed into nature-negative industries, he added. “I urge governments everywhere to end these handouts once and for all,” he said. Meeting global nature, climate and land goals would need annual investment in nature-based solutions of $571 billion by 2030, about 0.5 per cent of world GDP, he added, and companies that benefit from nature can help through the UN-backed Cali Fund. Gaps also remain in technical capacity, cooperation and the data needed to track progress, UN News said.

Why It Matters: A mid-term biodiversity review decides whether the 2030 nature goals stay reachable or slip further behind.
