MusQan certification push: JIPMER trains 100 nurses, releases child health SOP manual

MusQan, the Health Ministry’s quality improvement programme for child health services, was the theme of a state-level conference at the Jawaharlal Institute of Postgraduate Medical Education and Research (JIPMER) in Puducherry, according to a release from PIB Chennai on 16 October 2026. About 100 nursing professionals took part. The event was organised by JIPMER’s Department of Nursing Services and its NQAS quality team with the Departments of Paediatrics and Neonatology, as the hospital prepares for MusQan National Certification.

What MusQan certification asks of hospitals

The Ministry of Health and Family Welfare launched MusQan in September 2021. The release explains the name as Mothers Absolute Affection and says the programme aims to make child health services in public facilities child-friendly, safe and of high quality under the National Quality Assurance Standards (NQAS). JIPMER Director Dr Vir Singh Negi said training is key to winning certification. He stressed steady adherence to quality standards and standard operating procedures, infection prevention and control, patient safety and proper clinical records. Such programmes, he said, help turn written guidelines into everyday bedside practice and keep quality improving. The release added that such training also strengthens a hospital’s preparedness for assessment, a key step before any national certification is granted.

Key Facts

  • Venue: JIPMER, Puducherry
  • Participants: about 100 nurses
  • MusQan launched: September 2021 by MoHFW
  • New release: SOP manual for Women and Child Health
  • Goal: MusQan National Certification

A new SOP manual for women and child health

A highlight was the release of a Standard Operating Procedure manual for Women and Child Health, written by JIPMER in line with MusQan guidelines. It is meant to standardise clinical practice so that care is delivered the same way across wards. Medical Superintendent Dr Saka Vinod Kumar released it in the presence of Dr Gunasekaran Dhandapany, Professor and Head of Paediatrics; Dr Murugesan of Neonatology; Pushpalatha K., Officer-in-Charge of Nursing Services; and Sengamalarselvi M., the hospital’s DNS-cum-Quality Manager. For nurses, a single manual means fewer variations in routine tasks such as feeding support and infection control.

Newborn care, child health and what nurses learned

The technical sessions covered NQAS and MusQan certification frameworks, communication for child-friendly and family-centred care, and early detection of childhood conditions under the Rashtriya Bal Swasthya Karyakram. Speakers also covered infant and young child feeding, care of newborns and low-birth-weight babies, management of critical neonatal conditions and prevention of infections in newborns. Experts from JIPMER and the College of Nursing at MTPGRIHS led the sessions. The release said the conference reaffirmed JIPMER’s commitment to quality assurance, patient safety and continuous monitoring as it works toward certification and better outcomes for women and children. Participants received practical guidance on applying the standards in their own hospital wards.

Why It Matters: Certified quality standards in paediatric wards mean safer newborn care and fewer infections for families who rely on public hospitals.
