Gaza winter: UN steps up preparations as attacks continue and aid stays restricted

The UN and its partners are stepping up Gaza winter preparations for the coming cold and rainy season, even as attacks affecting civilians continue, the UN Office for the Coordination of Humanitarian Affairs (OCHA) said on 14 October 2026. Aid workers say the supplies getting in are still far short of what families need.

OCHA reports continued attacks

Over two days, partners recorded multiple airstrikes, shelling, demolition blasts, naval fire and shooting across all of Gaza’s governorates, especially west of the so-called yellow line set by Israeli authorities, UN News said. Many families still live in tents and damaged buildings, which leave them exposed to rain and cold.

Key Facts

  • OCHA update: 14 October 2026
  • Restricted access: over 64% of Gaza’s land
  • Need shelter help: nearly 2 million people (IOM)
  • Short supply: fuel, tarpaulins, winter clothing
  • West Bank: raid on two civil society offices in Al Bira

Humanitarian aid limits before the rains

Agencies brought in more fuel, plastic tarpaulins, winter clothing, medicines and medical supplies, but OCHA said these limited items were not enough. Deliveries are held back by underfunding and Israeli restrictions, including bans on some partners, limits on imports such as engine oil and spare parts, and restricted access to more than 64 per cent of Gaza’s land. The Shelter Cluster has set out its winter needs and gaps for 2026-27.

Gaza winter shelter needs and a West Bank raid

The International Organization for Migration has warned that nearly 2 million people in Gaza need urgent shelter assistance as winter approaches. Separately, the UN human rights office condemned an Israeli raid in Al Bira, Ramallah, on premises Israeli forces said belonged to Addameer and the Union of Palestinian Women’s Committees. Soldiers took files and equipment and detained a journalist and a former prisoner, the office said. Aid partners said such raids have had a chilling effect on their work.

Why It Matters: Winter rains and cold can turn tent camps into health emergencies, and the window to bring in shelter supplies is closing.
