Meta, Walmart and Stripe back Personal Agent Protocol to bring order to AI agents

Meta and enterprise AI start-up Sierra on Tuesday, 6 October 2026, announced the Personal Agent Protocol, an open standard that sets out how personal AI agents should deal with businesses. Genesys, Instinct, Rocket, Shopify, Stripe and Walmart are helping to develop it. The aim is to let companies know when a bot is acting for a real customer and decide what it is allowed to do.

Why companies want rules for AI agents

Personal agents are increasingly booking appointments, buying gifts and changing orders for their users. Most still work by loading web pages and filling in forms the way a person would, which is slow and can fail. Sierra co-founder Bret Taylor, who is also chairman of OpenAI, told CNBC: “It is kind of chaos until such a standard exists.” He said companies do not want “a random bot that isn’t acting on behalf of a person” getting into their services.

The move comes a month after Meta launched Muse, a personal agent that CNBC says has topped Apple’s App Store. Amazon is among the companies that have blocked Meta’s agents, citing scraping concerns.

How the Personal Agent Protocol works

According to Sierra, an agent first finds out from a company’s website what it offers and how to reach it. It can start as a guest to check stock or a returns policy, and the customer signs in only when account access is needed, choosing read-only or write access. Sessions are built on OAuth, an established authorisation standard. The company then decides whether agents work through its regular web pages, through APIs built on standards such as MCP and OpenAPI, or through its own customer-service agent.

Specification due later this month

Sierra plans to publish the v0.1 specification later in October, along with a reference implementation and design workshops for interested companies. Meta’s David Singleton compared the effort to email, which works because everyone uses one standard. OpenAI and Anthropic have not signed on yet, but Taylor said he expects them to take part.
