Kharkiv attack kills four, injures 41 as Russian missiles also hit Kyiv, UN says

Update: this follows our 13 October report on the Ukraine energy ceasefire. Fresh strikes on Kharkiv and Kyiv came after that truce was announced.

A Kharkiv attack destroyed a residential building and killed four people, President Volodymyr Zelenskyy said, while Kyiv was hit by ballistic missiles in the same wave of Russian strikes. The UN aid office OCHA said on 13 October that attacks on Ukraine’s two largest cities had again killed and injured civilians and damaged homes.

Kharkiv attack: rescue through the night

Zelenskyy said Russia launched more than 100 drones, loitering munitions and ballistic missiles overnight. In Kharkiv rescuers searched for people under the rubble almost all night, and 41 people were injured in the city in a single evening, he said. The Ukrainian Red Cross said its team helped rescue eight people after a missile strike on Kharkiv and set up an assistance point. The Kyiv Independent also reported four killed and 41 injured.

Key Facts

  • Kharkiv: 4 killed, 41 injured (Zelenskyy)
  • Kyiv: 5 ballistic missiles; 1 killed, 11 injured (OCHA)
  • Overnight attack: 100+ drones and missiles
  • Children: 6 killed, 11 injured over the weekend (UNICEF)

Russian strikes on Kyiv and the toll on children

Zelenskyy said Kyiv was hit by five ballistic missiles that struck civilian infrastructure. OCHA said one civilian was reported killed and 11 injured across Kyiv, and aid workers are handing out shelter materials and psychological and legal support. UNICEF said six children were reportedly killed and 11 injured over the weekend. Among those affected was a girl whose mother was killed in one attack, OCHA said.

Energy ceasefire in doubt

Zelenskyy said Ukraine has not struck Russian oil refineries or energy sites since the US President announced an energy ceasefire two days earlier, but that Russia kept hitting Ukraine’s energy facilities. He said Ukraine is ready for reciprocal steps to de-escalate. News reports quoted Moscow as saying ‘contacts are ongoing’, without details. Meanwhile UNOPS is repairing schools in the Mykolaiv region with more than $20 million from Denmark.

Why It Matters: The strikes test whether the US-announced energy ceasefire means anything on the ground, as winter approaches and civilians bear the cost.
