India peace plan: Kremlin thanks New Delhi as Kyiv calls 3-part truce proposal the broadest

The India peace plan for the Russia-Ukraine war moved to centre stage on Thursday, 8 October 2026, as details emerged of New Delhi’s three-part truce proposal and both Moscow and Kyiv responded warmly. The plan, conveyed to Ukraine during External Affairs Minister S Jaishankar’s visit to Kyiv last month, focuses on the Black Sea, grain exports and halting attacks on infrastructure, NDTV and the Hindustan Times reported.

What is in the India peace plan

According to diplomatic sources quoted by NDTV, the proposal seeks to halt attacks on energy facilities and other infrastructure, keep grain and energy moving through Black Sea ports, and end strikes on commercial shipping in the waterway. India has not published the plan itself.

Ministry of External Affairs spokesperson Randhir Jaiswal said on Wednesday that India was in conversation with both sides on safe shipping, grain and energy exports and “non-attack possibilities”, and that the effort had been appreciated by Russia and Ukraine.

Key facts

  • 3 parts: energy and infrastructure, Black Sea grain and energy flows, safety of merchant shipping
  • Kyiv says it has received 4 proposals: from India, Turkiye, Egypt and the US
  • 5 Indian seafarers have been killed in Black Sea attacks so far (HT)

How Moscow and Kyiv reacted

Kremlin spokesman Dmitry Peskov said Russia was grateful to “our Indian friends” for their readiness and the ideas being offered, according to TASS, as quoted by The Times of India and ThePrint. Ukrainian Foreign Minister Andrii Sybiha earlier described India’s offer as the broadest of the four Kyiv has received, saying Ukraine was ready for an energy and Black Sea ceasefire, “but only in this combination”.

Al Jazeera noted on 8 October that Moscow’s tone has been warm but it has not committed to the plan.

“We are grateful to our Indian friends for such readiness and the ideas that are being offered.”

Why the Black Sea matters to India

Why it matters

Indian sailors crew many merchant ships on Black Sea routes. The MEA said this week that four vessels with Indian crew were attacked, and it has demanded that strikes on commercial shipping end. A truce on shipping would directly protect Indian seafarers and keep grain and energy prices steadier.
