The Rubio India visit takes US Secretary of State Marco Rubio to Mumbai and Jamnagar as part of a tour running from 17 to 22 October 2026, the US State Department said. Rubio left Joint Base Andrews in Maryland on 17 October, first for Samarkand in Uzbekistan. India’s Ministry of External Affairs has confirmed that External Affairs Minister S Jaishankar will hold talks with him in Mumbai on 20 October.

What the State Department said about the Rubio India visit
In its travel announcement, the State Department said Rubio would meet senior Indian government officials to strengthen the US-India strategic partnership, exchange views on regional and global issues, and discuss prospects for enhanced energy cooperation. He will also meet business leaders to promote commercial investment and economic cooperation. Before India, he is attending the C5+1 ministerial in Samarkand with the five Central Asian countries and leading a US business delegation of more than 200 executives there. The Hindu BusinessLine reported, citing officials, that Rubio is expected to reach Mumbai on 18 October and fly back on 22 October.

S Jaishankar's talks and the 250th anniversary event
MEA spokesperson Randhir Jaiswal told reporters at the weekly briefing on 16 October that Jaishankar would host the UAE’s Deputy Prime Minister and Foreign Minister, Sheikh Abdullah bin Zayed Al Nahyan, in Mumbai on 19 and 20 October. On 20 October, he said, Jaishankar will hold talks with Rubio and attend the celebration of the 250th anniversary of US independence as Guest of Honour. Jaiswal said the talks would review the Comprehensive Global Strategic Partnership and cover energy, trade and investment, defence, and critical and emerging technologies, according to Akashvani News. Sheikh Abdullah’s visit on 19 and 20 October means Mumbai will host two senior foreign ministers back to back.
Energy cooperation, Jamnagar and the India-US trade deal
Jamnagar in Gujarat is home to Reliance Industries’ large refining complex, and the stop comes as both sides talk up energy and investment links. The trip also comes days after President Donald Trump waived tariffs and sanctions under a new US law on buyers of Russian oil, a step that eases pressure on Indian refiners for now. BusinessLine reported, citing sources, that a quick breakthrough on trade talks is not expected during this visit. India remains the largest buyer of Russian seaborne crude: ship-tracking data cited by BusinessLine and Business Standard show it took about 1.82 million barrels a day in September. How Washington and New Delhi handle that trade, and the wider energy relationship, is likely to shape the mood of the Mumbai talks.
