Project Seabird: Navy opens 300 homes and expanded hospital facilities at Karwar naval base

Project Seabird, the Indian Navy’s long-running plan to build a major base at Karwar on the Karnataka coast, has added 300 homes for naval civilians and a new health complex. Vice Admiral Sanjay Vatsayan, Flag Officer Commanding-in-Chief of the Western Naval Command, opened the facilities at Naval Base Karwar on 15 October 2026, the Ministry of Defence said. Vice Admiral Vivek Dahiya, Director General Seabird, and other senior officers were present. The new buildings are part of the project’s ongoing Phase IIA, which is turning Karwar into one of the Navy’s main operating bases on the west coast.

What opened under Project Seabird this week

The ministry said the new residential blocks are five towers with 300 dwelling units for the Navy’s Defence Civilians. A Station Health Organisation complex was also opened as part of the expansion of the existing naval hospital, INHS Patanjali, to a capacity of 409 beds. Both are supported by a two lakh litre hill-top water reservoir and a sewage treatment plant. To keep the growing base clean and easy to reach, an integrated solid waste management facility was opened, along with a new access gate and a bridge that carries four lanes of vehicle traffic and has separate paths for pedestrians and cyclists. The ministry said the base would house about 10,000 uniformed and civilian personnel with their families.

Key Facts

  • New homes: 5 towers, 300 units for Defence Civilians

From Phase I to Phase IIA at Karwar naval base

Phase I of the project was designed for 10 ships and was completed in 2011, according to an earlier Ministry of Defence release from March 2024. It included a breakwater, a pier, a 10,000-tonne ship lift, a ship repair yard and a 141-bed naval hospital. The Cabinet Committee on Security later approved Phase IIA for berthing 32 ships and submarines along with 23 yardcraft. The same release said Phase IIA would include about 10,000 homes in four townships and a dual-use naval air station with a 2,700-metre runway and a civil enclave for commercial flights. The scope also covers a full naval dockyard and logistics facilities for ships and aircraft, the ministry said.

Green rating, local jobs and the Western Naval Command

The ministry said the work follows the norms of the Ministry of Environment, Forest and Climate Change and the Indian Green Building Council, and the project is expected to receive an IGBC Gold rating when it is complete. More than 90 per cent of the materials and equipment are sourced from within India, in line with Aatmanirbhar Bharat. Officials expect the growing base to lift the local economy, industry and tourism, and to create direct and indirect jobs in the Uttara Kannada region. For naval families, the immediate gain is simpler: new homes, a larger hospital and safer roads inside the base.

Why It Matters: Karwar is being built up as a major west coast base, and housing, hospital beds and roads decide how quickly ships and crews can be moved there.
