Ukraine civilian casualties stay at record levels: UN verifies 328 killed in September as energy attacks grow

Ukraine civilian casualties remain at record levels, the UN Human Rights Monitoring Mission in Ukraine (HRMMU) said on 16 October 2026. It verified that at least 328 civilians were killed and 2,105 injured in September, 85 per cent more than in September 2025, as Russian attacks intensified and strikes on energy facilities resumed ahead of winter. The figures come from the mission’s monthly update on the protection of civilians.

How the Ukraine civilian casualties spread

Casualties were recorded in 22 regions and the city of Kyiv, according to the mission’s monthly update. In Kyiv, civilians were killed or injured on 22 of September’s 30 days, more often than in any month since Russia’s full-scale invasion began. The September toll was the highest for that month since the invasion, the mission’s report said. The trend continued into October. On the night of 6 to 7 October alone, a Russian cruise missile and drone attack killed 22 civilians and injured 45 in Pryluky, in Chernihiv region, UN News reported. Danielle Bell, head of the mission, said the first two weeks of October were among the deadliest periods for civilians in years. The UN’s Ukraine country office published the same figures.

Energy infrastructure under attack before winter

The high toll came as Russian forces resumed systematic attacks on energy infrastructure. On 13 and 14 October, strikes hit several energy facilities, including Kyiv’s three main power stations, temporarily leaving 600,000 people in the capital without electricity, according to Ukrainian authorities cited by the UN. The mission also noted that Ukrainian forces targeted electricity and heating infrastructure in occupied territory and in Russia. Bell warned that systematically attacking power and heating as winter approaches is bound to cause great suffering for civilians.

Returnees at risk of fleeing again

The International Organization for Migration warned that damaged homes and energy attacks could force Ukrainians who have returned home to flee again this winter. Arthur Erken, IOM Regional Director for Europe and Central Asia, said the question for millions is now whether they can stay home safely. About 1.45 million returnees live in frontline districts, and during the last cold season only 32 per cent of households could heat their homes properly. Around 2.1 million older people live alone in apartment blocks, which leaves them exposed to long power cuts. Less than seven per cent of IOM’s crisis plan for Ukraine this year has been funded, Erken said, as he called for urgent support to repair homes, improve insulation and keep essential services running.

Why It Matters: Strikes on power and heating before winter put millions of Ukrainians at risk and can push a new wave of displacement across Europe.
