Reconstruction stalled

The EU and UN estimate recovery needs at $71.4 billion over a decade, HRW said. Almost nothing has been rebuilt, AP reported. Gaza’s two million people remain in limbo. The truce was based on a 20-point plan brokered by the US and Arab allies, AP reported.

The Board of Peace has proposed a six-month recovery programme, HRW said. It cannot begin until funding and access are secured.
