EC orders ECINet voter-roll software review after internal rift over list changes

The Election Commission on Saturday ordered an independent review of its ECINet electoral-roll software after the first full three-member meeting since reports of a deep internal rift over list changes and IT controls.

A senior deputy election commissioner will head the panel, which will include an expert from an IIT or IIIT. The group will check whether ECINet complies with election laws and rules and whether field officers have the role-based access their statutory duties require, the Commission said in a statement dated 26 September 2026.

The move follows Indian Express reporting that Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi had recorded at least 14 objections over about 10 months. Their concerns covered restricted access for electoral registration officers, centralised control of the roll database, Form 6 changes for new voters, and related SIR decisions.

Voter relief and extended deadlines

The poll panel insisted field officers already have role-based ECINet access matching their powers, and that portal upgrades have drawn on inputs from state chief electoral officers. It added that future IT modules will first go through the Committee of Officers before Commission approval.

Alongside the software review, the Commission announced practical relief for voters flagged during the Special Intensive Revision for unmapped records or logical discrepancies: booth-level officers will visit homes, collect documents and upload them for ERO decisions. Deadlines for notice and disposal were also extended in Delhi and Maharashtra.

The Commission continues to maintain that major SIR decisions were taken unanimously, even as opposition parties seize on the dissent reports. For voters, the immediate signal is clearer: the agency that runs India’s rolls is now auditing the digital backbone that decides who stays on the list — and who gets left out.
